            <by role="member" id="546">Mr WILLIAMS:</by>  At least I'm man enough to admit it. I am somewhat confused as to what might have happened to our Governor and somewhat confused that the state seems to have gone into administration—not surprised, sir, but confused.</text>

            <by role="office">The SPEAKER:</by>  In the way of the Donetsk People's Republic, the situation is that our Governor is very much in place but he is acting as the Governor-General. Therefore, the Lieutenant Governor becomes the Administrator, so the message was from the person otherwise known as the Lieutenant Governor. It is not from, I think, the Chief Justice, who sometimes acts as the administrator. Does that clear it up?</text>
