He brought that proposition to me with the proponent and then the matter was sent off to the relevant agency and the relevant minister who, I understood, undertook the investigations consistent with all of the relevant protocols. That is my present advice and I have no reason to doubt it. Then it was presented to cabinet and the cabinet decision was made to give this company the option so that they could go away and spend very considerable amounts of money before they could put themselves in a position to actually commit to this arrangement. That is all that's happened, and I am sure you will spend the next few months pursuing, essentially, this false alley.
