How can the government claim that the Mullighan inquiry's recommendation 19, calling for every positive screening for a sexually transmitted disease of a child on the APY lands to be 'immediately notified to Families SA' has been completed, when on page 37 of the same report it states that Nganampa Health Council is not obliged to make a child protection notification for every positive result of a screening test for sexually transmitted infections for children?</text>
