No. 1. Clause 4, page 3, after line 35 [clause 4, inserted section 83H, definition of working animal]—After inserted paragraph (c) insert: (ca)	a dog used by, or on behalf of, a council (within the meaning of the Local Government Act 1999) for the purpose of enforcing council by-laws, conducting security patrols or protecting or guarding property in the council area; or No. 2.
