          <by role="member" id="614">The Hon. J.M. RANKINE:</by>  In this particular instance, I restate that there was no criminal offending. I have read the email and it refers to certain circumstances in which matters are referred to the Teachers Registration Board. It did not say in this matter it was. Whether the wording of the email can be questioned or not, there are circumstances in which things are referred to the Teachers Registration Board. Generally that is around deregistering a teacher because of some sort of criminal act, and that was not the case in this circumstance.</text>
