I have answered this question but I will say it again. We are going to release draft legislation for consideration by all of the relevant elements, including those opposite. It was put to me today at a media conference that those opposite might quickly support the passage of this bill through the parliament. Now if that is the case, it could very well be introduced and through the parliament during this parliamentary year.</text>
