This is the ordinary task of gathering information to put ministers and the cabinet in a position where it is anticipated they may receive questions about a topic, and briefings are prepared about a matter and put forward. This was just one of a series of inputs into a series of matters that we anticipated may be asked in the circumstances of the release of the findings of the Debelle inquiry.
