          <inserted>That the 71<sup>st</sup> report of the committee, on small bars and live music, be noted.</inserted>

        <text continued="true" id="201307243bee9febb99145e380000041">I will report very briefly on this matter, as the report was unusual in that the matter of small bars and live music was referred to the Environment, Resources and Development Committee by the Legislative Council at a stage when the majority of members of that place considered that there was a need for further consultation.</text>
        <text id="201307243bee9febb99145e380000042">The committee contacted people who we believed might have an interest in the matter and wrote to them seeking submissions, as well as the normal processes of public advertising. A number of submissions were received. They supported the legislation that was proposed by the government and, while the committee was still undertaking its inquiry, negotiations with the government and various members of the upper house as well as community interests proceeded, and the bill was eventually passed without dissent in the Legislative Council.</text>
        <text id="201307243bee9febb99145e380000043">The committee's report merely speaks to this matter and the only reason it was listed for noting was that some members of the upper house wished to have their comments recorded on the record. I commend the report to the house and advise that it was really a very non-controversial matter in the end.</text>
