Was the government essentially overspruiking when it promised $2.6 billion worth of surpluses between the 2008-09 financial year and the 2014-15 financial year but has now actually delivered or forecast $2.4 billion worth of deficits in those same years—a turnaround, reported in just the last three budgets, of in excess of $5 billion?</text>
