KENYON (Newland—Minister for Manufacturing, Innovation and Trade, Minister for Small Business) (15:05):</by>  The federal government may have concerns about the rorting; they are in charge of that process, and they can go about fixing it. They are the people who do the inspections and take control of the immigration processes. The state government uses them mainly in health, to fulfil skills needs mainly in regional areas. We are not rorting them; we use them as we need to, and I am confident the state government is not rorting them.</text>
