The simple issue is that of course there were discussions between the commonwealth and the state about the extent to which the state would pay and the extent to which the commonwealth would pay for what is a massive increase in resources going to people with disability. Quite naturally there were discussions and argy-bargy between all of the states and the commonwealth, and South Australia in particular.
