              <inserted>(i)&amp;#x9;does not contain a pigment; and</inserted>
            </item>
          </text>

              <inserted>(ii)&amp;#x9;is transparent when sprayed onto a surface; or</inserted>
            </item>

              <inserted>(b)&amp;#x9;an implement of a kind prescribed by the regulations;</inserted>

              <inserted>As soon as practicable after the expiration of 3 years from the commencement of this Act, the Legislative Review Committee must inquire into, consider and report to the Parliament on the operation and impact of this Act, including the effectiveness of sections 10A and 10B of the <term>Graffiti Control Act 2001</term> (as enacted by this Act) in reducing offending for prescribed graffiti offences (within the meaning of those sections).</inserted>
