Is it the case that WorkCover spends more on rehabilitation services than the Victorian scheme, which is three times the size, and yet achieves here worse return-to-work outcomes?</text>

We have also changed the nature of those contracts—</text>

The best way to get a good outcome for an injured worker is to get them back to work as soon as possible. We are going about the business of making the reforms that we need to build on the reforms that were made in 2008. Reforms went through the parliament—it was either earlier this year or late last year—to change the employer payments scheme—</text>
