RANKINE (Wright—Minister for Police, Minister for Correctional Services, Minister for Emergency Services, Minister for Road Safety, Minister for Multicultural Affairs):</by>  Tenders for the works closed in December 2011, and the contract was awarded to Romaldi Constructions on 27 March 2012.</text>
        <text id="2012090467a807b9f35b4f04b0000705">The construction of the new facility is being overseen by the Department for Planning, Transport and Infrastructure.</text>
        <text id="2012090467a807b9f35b4f04b0000706">The State Government, together with the City of Charles Sturt and the Henley Surf Life Saving Club has committed funding totalling $3.57 million to enable the construction of a new facility to continue the provision of emergency services.</text>
        <text id="2012090467a807b9f35b4f04b0000707">The Henley Surf Life Saving Club has a long tradition of service to the community, providing lifesaving services from Henley Beach since 1925. The existing clubrooms have been modified, extended and refurbished several times and the building has now reached the end of its economic and operational life.</text>
        <text id="2012090467a807b9f35b4f04b0000708">The Henley Surf Life Saving Club is the seventh Surf Life Saving Club to be rebuilt or redeveloped under this Government, following Christies Beach, Somerton, North Haven, Brighton, Seacliff and Port Noarlunga.</text>
        <text id="2012090467a807b9f35b4f04b0000709">The new Henley Surf Life Saving Club facility will be constructed on the same site, albeit with a slightly larger footprint than the existing building. The footprint now extends across three Crown Land titles and a portion of closed road. These titles need to be amalgamated and dedicated for the provision of emergency services. The closure of a portion of road is being managed by the City of Charles Sturt.</text>
        <text id="2012090467a807b9f35b4f04b0000710">To allow construction to start, a '<term>Licence to Occupy'</term> over the three titles of Crown Land will be issued, and the City of Charles Sturt will also issue a Licence over the portion of closed road. </text>
        <text id="2012090467a807b9f35b4f04b0000711">All State Government agencies involved in these processes, together with the Crown Solicitor's Office, are working closely with the City of Charles Sturt and the Club to ensure that the legal processes are resolved promptly.</text>
        <text id="2012090467a807b9f35b4f04b0000712">Following construction of the new facility, a lease between the City of Charles Sturt and the Henley Surf Life Saving Club will commence. As the facility is being constructed on Crown Land, the terms of this lease will be subject to approval of the Minister for Environment. </text>
        <text id="2012090467a807b9f35b4f04b0000713">The contract does provide for the builder to claim payments due to delays, but no claims have yet been made by Romaldi Constructions.</text>
