As long as you were an accredited RTO, there was no overview, there was no quality control, there was no going back and auditing those providers. Now, I have said on numerous occasions, publicly and in the house, that quality is important and we are prepared to have a higher level of scrutiny. I said in the debate on the TAFE bill that there was a higher level of scrutiny on Skills for All providers to help us maintain quality.</text>
