RANKINE:</by>  I know it will come as no surprise to people on this side of the house, although it may to the member for Bragg, but Aboriginal people move around their communities. They move around their communities: sometimes they live in their community and sometimes they leave their community. They are not always where we think they might be, so sometimes they are very difficult to locate.</text>
