It talked about a whole bunch of things, and I have a very long response to those, but it comes down to an administrator, and I talked about that issue with Ms O'Donoghue. That is a very complex—</text>

What the authors of that report—in talking about an administrator—are highlighting is a need to unblock, to remove barriers to progress. I have to say that for the first time we have the state government, the federal government and communities working together, and that is the only way to go forward on this matter.</text>
