Following the accident on 1 June 2006 involving the death of Daniel Raphael, has the Registrar of Motor Vehicles used his powers under section 80 of the Motor Vehicles Act to review Neil Spooner's driving licence and its conditions? Under section 80 of the Motor Vehicles Act, if in the opinion of the registrar it is desirable that the ability or fitness of the holder of a licence to drive a motor vehicle should be tested, the registrar may require the person to undergo such tests or to furnish such evidence of ability or fitness to drive as the registrar directs.</text>
