Following the accident on 1 June 2006 involving the death of Daniel Raphael, has the Registrar of Motor Vehicles used his powers under section 80 of the Motor Vehicles Act to review Neil Spooner's driving licence and its conditions? Under section 80 of the Motor Vehicles Act, if in the opinion of the registrar it is desirable that the ability or fitness of the holder of a licence to drive a motor vehicle should be tested, the registrar may require the person to undergo such tests or to furnish such evidence of ability or fitness to drive as the registrar directs. As I was in the process of explaining to the house yesterday, those standards are national standards. I asked whether he had asked whether a review had been done under section 80, not a review of the standards generally. The Hon. P.F. CONLON House of Assembly The Hon. P.F. What I have done is ask the Registrar of Motor Vehicles to look at with what level of impairment someone should still be allowed to drive and whether those standards are adequate. As soon as that has been done, I will bring the information back to the house.
