FOLEY:</by>  We were sending the message very clearly, as we have been doing for some weeks, that this was going to be a difficult number to land at. In fact, in the briefing from the time between when I got the written briefing on what the final cost was, in excess of what at that time was our initial offer, to when the Premier and I and the Minister for Infrastructure were briefed Monday night, the figure had come back some tens of millions, because they had started some work on paring it back. As I have said before, and as I think was said yesterday by Leigh Whicker and/or Ian McLachlan, they haven't landed a final figure.</text>
