I think that the members opposite may have a misunderstanding as to the requirement of the minister for local government or her delegate in this case. The job of that person is to look at the decision-making process and the decisions of the council as set out in the legislation. I have had advice as to the function that I have to fulfil, and that is the function that I have to fulfil. The parliament gave the responsibility to do this, to go through the process of evaluating the revocation process, to the minister. That is what the parliament did. There is no other way of doing this other than to have the minister fulfil this responsibility.</text>
