          <by role="member" id="627">The SPEAKER:  </by>Order! The minister will take his seat. The member for Unley might want to pay attention, he will notice that the chair is on his feet. Members of the opposition are very quick to hop up as soon as they think that a minister is engaging in debate to call a point of order. The minister is clearly not engaging in debate but is answering the question that has been asked by the Leader of the Opposition and should be able to do so without having to shout over a barrage of noise.</text>
