O'BRIEN: —with no diminution in the level of service that is being provided; in fact there will be a significant increase in the level of delivery that is provided through TAFE colleges in the metropolitan area. Members of the opposition are very quick to hop up as soon as they think that a minister is engaging in debate to call a point of order. The minister is clearly not engaging in debate but is answering the question that has been asked by the Leader of the Opposition and should be able to do so without having to shout over a barrage of noise.
