        <text id="20091027afa75dd9dd6e4fa4b0000345">The 2008-09 'supplies and services' Budget varies to the 2007-08 estimated result due to the following:</text>

          <item sublevel="1" bullet="true">a change in accounting treatment reclassifying expenditure from operating to investing for road resurfacing and rehabilitation works in 2008-09; and</item>
        </text>

          <item sublevel="1" bullet="true">the transfer of property management functions and activities from sub-program 2.3 Managing Public Transport Assets to sub-program 8.4 Commercial Property Management in 2008-09.</item>
