            <by role="member" id="1804">Ms CHAPMAN (Bragg) (17:59): </by> I rise to speak on the Personal Property Securities (Commonwealth Powers) Bill 2009. The bill was introduced by the Attorney-General on 9 September, and it effectively transfers matters relating to security and interest in personal property to the commonwealth, in particular to a commonwealth register. Under the Howard government, the Standing Committee of Attorneys-General (often known as SCAG) considered an Australian Law Reform Commission report back in the early 1990s. I seek leave to continue my remarks.</text>
