There is a specific standing order to do with questions to non-ministers, and that specifically states the circumstances in which they might be able to be asked questions. With respect to the questions that can be asked of ministers, from my memory, the standing order says 'on any public matter'. So, there is a broader range of things that a minister can be asked.</text>
