            <inserted>(1)&amp;#x9;The Minister may, by notice in the Gazette, modify the operation of section 18, 26 or 31 of the Controlled Substances Act 1984 for the duration of the declaration of an identified major incident, a major emergency or a disaster if satisfied that it is necessary to do so in order to meet—</inserted>
