        <text id="20090428cbc1dd33935f4650b0000647">The $6.295 million increase in 'supplies and services', as provided in Budget Paper 4 Volume 2, is a result of additional expenditure for AusLink 2 planning studies, Adelaide freight movement studies, urban congestion studies, the Intelligent Access Program and the implementation of the national model legislation to introduce Chain of Responsibility for Heavy Vehicle Speed Compliance.</text>
