          <by role="member" id="532">The Hon. K.O. FOLEY (Port Adelaide—Deputy Premier, Treasurer, Minister for Industry and Trade, Minister for Federal/State Relations):</by>  I have been provided the following information:</text>
        <text id="2009040768a2a4b613fa4585b0000292">1.&amp;#x9;The Department of Treasury and Finance's role in PPP projects is to ensure that these projects satisfy the objectives described in the State's Partnerships SA Guidelines, which were approved by the Government in September 2002. The guidelines seek to ensure that:</text>

          <item sublevel="1" bullet="true">all proposed projects are subjected to objective and thorough analysis based upon an unbiased evaluation of the costs, benefits and risks to government;</item>
        </text>
        <text id="2009040768a2a4b613fa4585b0000294">
          <item sublevel="1" bullet="true">projects to be delivered by the private sector are assessed on the basis of the private sector's ability to deliver an improvement in the risk-adjusted, whole of life cost of the project compared to conventional procurement methods;</item>
        </text>
        <text id="2009040768a2a4b613fa4585b0000295">
          <item sublevel="1" bullet="true">the private sector is given every opportunity to participate in potential projects supported by a process that is flexible, promotes competition, is transparent to all parties and preserves the highest standards of probity and confidentiality; and</item>

        <text id="2009040768a2a4b613fa4585b0000296">
          <item sublevel="1" bullet="true">the private and public sectors enter into mutually beneficial arrangements based upon sound commercial principles, within a framework that promotes trust and respect for the interests of all stakeholders.</item>
        </text>
        <text id="2009040768a2a4b613fa4585b0000297">DTF's role in PPP projects in 2008-09 has not differed from its role in 2007-08.</text>
