          <by role="member" id="3124">Mr PISONI (Unley) (14:47):</by>  Can the minister representing the Minister for Urban Development and Planning explain how during former mayor Keenan's re-election campaign of 2006 the government made a firm commitment to support demolition controls in the City of Unley, yet for the past nine months it has refused to approve the City of Unley Village Living and Desirable Neighbourhoods Development Plan Amendment Stage 1, a plan designed to do just that?</text>
        <text id="200806051bf336f7fad342e480000604">In November 2006, then Labor mayor Michael Keenan signed an MOU with the Minister for Urban Development and Planning (Hon. Paul Holloway), agreeing to the City of Unley Village Living and Desirable Neighbourhoods Development Plan Amendment Report. The report has been known to the minister since it commenced in 2005 yet, to date, it has not been approved by the minister. In the meantime, applications by developers to demolish have increased significantly. The new rules would mean applications would be judged against a set of character criteria.</text>
