        <text id="2007111367fe4755634a4d7e90000243">The increase in 'employee benefits and costs' in 2006-07 is primarily a result of:</text>
        <text id="2007111367fe4755634a4d7e90000244">
          <item sublevel="1" bullet="true">A proportion of Corporate overhead charges originally budgeted to 'supplies and services' which are now allocated to 'employee benefits and costs'; and</item>
        </text>
        <text id="2007111367fe4755634a4d7e90000245">
          <item sublevel="1" bullet="true">Employee costs previously allocated to investing projects, now being charged to the operating program.</item>
        </text>
        <text id="2007111367fe4755634a4d7e90000246">2.&amp;#x9;The increase budgeted in 'employee benefits and costs' in 2007-08 is a net result of:</text>

          <item sublevel="1" bullet="true">enterprise bargaining increases to salaries and wages;</item>
        </text>
        <text id="2007111367fe4755634a4d7e90000248">
          <item sublevel="1" bullet="true">A proportionate reallocation of corporate overhead charges to 'employee benefits and costs' from 'supplies and services'; and</item>
        </text>

          <item sublevel="1" bullet="true">Increased expenditure resulting from a total increase of 18 FTEs associated with 2007-08 Budget Initiatives including: </item>
        </text>

          <item sublevel="1">(i)&amp;#x9;Rural Road Safety—additional support;</item>
        </text>
        <text id="2007111367fe4755634a4d7e90000251">
          <item sublevel="1">(ii)&amp;#x9;Heavy Vehicle driver fatigue management—increased support;</item>
        </text>
        <text id="2007111367fe4755634a4d7e90000252">
          <item sublevel="1">(iii)&amp;#x9;Vehicle Emission standards—testing services; and </item>
        </text>

          <item sublevel="1">(iv)&amp;#x9;Unregistered/uninsured vehicles—increased compliance.</item>
