          <item sublevel="1" bullet="true">the transfer of expenditure previously allocated to Sub-program 2.1 ‘Operating and Maintaining Roads' and Sub-program 3.1 ‘Driver and Vehicle Regulations'; </item>
        </text>

          <item sublevel="1" bullet="true">The reallocation of Corporate overhead charges originally budgeted to ‘supplies and services'; and</item>
        </text>
        <text id="200710162822da63df614b1d80000293">
          <item sublevel="1" bullet="true">enterprise bargaining increases to salaries and wages.</item>
