        <text id="201311159d3a1417476f4a1d80000157">1.&amp;#x9;83.5 per cent were started and completed in 2011-12, noting that investigations started in one year can be completed in the next year.</text>
        <text id="201311159d3a1417476f4a1d80000158">2.&amp;#x9;Matters referred to police are determined on a case-by-case basis at different points in time depending on the nature of the investigation and the available evidence.</text>
