          <inserted>The way a budget works is that parliament provides appropriation for the next financial year and each budget is dealt with on a year by year basis. These are budget papers that provide an extraordinary level of detail over the forward estimates, but what is not published are contingencies, as a matter of practice. It has never been done before in this state and it won't be done now.</inserted>
