Carryovers are requested where an agency has underspent on a program or project and wants to carry unused expenditure authority forward into the following or later years. Cabinet approved carryovers are listed in the attached table. Agencies may underspend in a particular year and not request a carryover. Such underspends are not included in the attached table.</text>
        <text id="200807042f400d58d1974ccd80000028">It should be noted that there is not, in all cases, a one to one relationship between ministers and agencies. The agency data therefore only reflects that part of the agency that reports to the Minister.</text>
