O'BRIEN (Napier—Minister for Finance, Minister for Police, Minister for Correctional Services, Minister for Emergency Services, Minister for Road Safety):</by>  The category defined as clerical errors relates to withdrawal for a broad range of reasons including for prosecution, caution, discretion and for emergency vehicle exemptions.</text>
        <text id="201311151bdab801b196491eb0000209">It also includes notices withdrawn because of an error made by the issuing officer that are subsequently returned for re-issue. The increase corresponds to an increase in the number of cameras in operation during the time frame referred to. This number does not relate to the actual number of expiation notices received by the public and then withdrawn following a dispute or external review.</text>
