        <text id="201010153aec407b4bea404ab0000093">The decrease in the net cost of the sub-program from the 2009-10 Budget of $3.176 million to the 2010-11 Budget of $2.802 million is mainly due to:</text>

          <item sublevel="1" bullet="true">funding to implement reform under the COAG National Partnership Agreement which is now shown in sub-program 3.5 instead of sub-program 3.3. As this funding related to policy resources, this change has been made to more appropriately recognise this funding against sub-program 3.5 (Communication, Policy and Research), and</item>
