        <text id="20090703b3bb9b0c402844c490000270">1.&amp;#x9;There was no Regional Impact Assessment Statement (RIAS) undertaken. As per the RIAS policy, a statement is only needed when there is a significant change in services to regions. I am further advised that considerable consultation was undertaken with the affected communities on options in preparing this Bill. In addition, the Bill itself requires considerable consultation prior to the implementation of some key matters.</text>
